Singapore Car Cost, Financing & Rebate Rules
A release-controlled reference for the nine connected Interest.sg car-cost calculators. It records motor-loan LTV and tenure boundaries, ARF, PARF, VES, EEAI, ordinary-car road-tax, energy, private-car NCD and accident-reporting rules, flat-rate borrowing treatment, COE sources and a dated public-transport reference while keeping quotations, insurer terms, premiums, repairs, tariffs, lender terms, PQP, end values and running costs user-entered.

MAS motor vehicle loan limits
| Open Market Value | Maximum LTV | Maximum tenure |
|---|---|---|
| S$20,000 or below | 70% | 7 years |
| Above S$20,000 | 60% | 7 years |
The calculator applies the limit as a planning validation only; formal lender assessment controls.

|---|---|
| First S$20,000 | 100% |
| Next S$20,000 | 140% |
| Next S$20,000 | 190% |
| Next S$20,000 | 250% |
| Above S$80,000 | 320% |
User-selected PARF rule regimes
| COE / registration regime | At or below 5 years | Each later year to 10 | Cap |
|---|---|---|---|
| Before second February 2023 COE exercise | 75% of ARF | 70%, 65%, 60%, 55%, 50% | No packaged cap |
| Second February 2023 to first February 2026 COE exercise | 75% of ARF | 70%, 65%, 60%, 55%, 50% | S$60,000 |
| Second February 2026 COE exercise onwards | 30% of ARF | 25%, 20%, 15%, 10%, 5% | S$30,000 |
Choose the regime from the applicable COE exercise or non-COE registration rule. Interest.sg does not infer it from an estimated purchase date.
COE renewal and PQP rules
| Renewal case | COE payment | Dated treatment |
|---|---|---|
| Five-year renewal | 50% of the applicable PQP, rounded up to the nearest dollar | Available once for eligible Category A, B and D vehicles; the COE cannot be renewed again after that five-year term |
| Ten-year renewal | 100% of the applicable PQP | Uses the PQP for the applicable renewal month |
| Early renewal | PQP for the month in which renewal is completed | The renewed COE starts on the first day of the following month and the unused current COE period is forfeited |
| Renewal in expiry month | PQP for the expiry month | The renewed COE starts immediately after the current COE expires |
| Renewal up to one month late | PQP for the expiry month plus the applicable late fee | The renewed COE starts immediately after the expired COE; a vehicle not renewed after one month must be disposed of |
PQP is the applicable prevailing quota premium for renewal, not a current COE auction result. Interest.sg requires the user to select or confirm the amount, category, month and source state and does not predict a future PQP.
Road-tax age surcharge for cars
| Vehicle age | Annual surcharge | Calculator treatment |
|---|---|---|
| More than 10 years | 10% of regular road tax | Applied only to regular road tax; not the BEV flat component or diesel special tax |
| More than 11 years | 20% of regular road tax | Applied only in the optional assisted schedule |
| More than 12 years | 30% of regular road tax | Applied only in the optional assisted schedule |
| More than 13 years | 40% of regular road tax | Applied only in the optional assisted schedule |
| More than 14 years | 50% of regular road tax | Capped at the official 50% surcharge |
Age bands change only after the stated anniversary and are capped at 50%. Tool 8 calculates supported ordinary private cars from verified specifications; other classes require an official assessed amount.
Ordinary private-car powertrain road tax
| Powertrain | Verified annual basis | Calculator treatment |
|---|---|---|
| Petrol | Twice the official six-month engine-capacity formula | Uses verified engine capacity; fixed road tax remains at zero mileage |
| Conventional hybrid / PHEV | Higher of the engine-capacity and maximum registered motor-power formulas | Requires both supported values and uses the higher annual amount |
| BEV | Twice the official six-month motor-power formula plus the S$700 annual fixed component | Requires registered motor power; age surcharge applies to regular road tax only, not the fixed component |
| Existing diesel — pre-Euro IV | Regular engine-capacity tax plus six times the equivalent six-month petrol road tax less S$100 | Diesel special tax is calculated per six months and does not receive the age surcharge |
| Existing diesel — Euro IV | Regular engine-capacity tax plus max(S$525, S$0.625 × cc − S$100) per six months | New diesel-car registrations are not modelled; existing supported cars only |
| Existing diesel — Euro V, Euro VI or JPN2009 and later | Regular engine-capacity tax plus max(S$100, S$0.20 × cc − S$100) per six months | Later listed standards use the verified Euro V/JPN2009 rate class |
| Official payable rounding | Round each six-month regular, fixed and special-tax component up to a whole dollar; round the age surcharge separately | Annual payable amount uses two rounded six-month components; raw annualised values remain separate comparison estimates |
Only ordinary private passenger cars are supported. Taxis, motorcycles and commercial vehicles require an official assessed or manual amount.
EEAI and VES component illustration
| Registration period | Eligible BEV EEAI | Certified VES A / B / C1 / C2 / C3 |
|---|---|---|
| 1 Jan to 31 Dec 2026 | 45% of eligible ARF, capped at S$7,500 | −S$22,500 / S$0 / +S$7,500 / +S$22,500 / +S$35,000 |
| 1 Jan to 31 Dec 2027 | No EEAI; zero BEV ARF floor remains | −S$20,000 / S$0 / +S$15,000 / +S$30,000 / +S$45,000 |
Expected registration date controls. A certified band is required; powertrain never implies a band. VES rebates reduce the PARF ARF basis, while surcharges do not increase it. An all-in dealer quote is never adjusted again.
Fuel and charging calculation boundary
| Input route | Calculation | Boundary |
|---|---|---|
| Petrol / existing diesel / HEV | Kilometres × L/100km ÷ 100, or kilometres ÷ km/L; then litres × entered GST-inclusive price | One consumption convention only |
| BEV battery use | Kilometres × battery kWh/100km ÷ 100 ÷ entered charging efficiency | Charging loss applied exactly once |
| BEV grid measured | Kilometres × grid kWh/100km ÷ 100 | No second charging-loss adjustment |
| PHEV | Partition total distance into electric and petrol distance before applying either formula | Full distance is never charged to both fuels |
| Charging mix | Weighted GST-inclusive price using visible billed-energy shares totalling 100% | No hidden home share; S$0.3478/kWh is only a Q3 2026 household fixture |
| Explicit charging fees | Electricity segment cost plus only entered session/time fees and incremental charging parking | Ordinary ownership parking and optional charger installation remain outside recurring energy cost |
The Q3 2026 EMA regulated household tariff is S$0.3478/kWh including GST, verified 11 September 2026. It is editable and is not a public or commercial charger price.
Dated public transport cost reference
| Reference item | Displayed amount | Calculator treatment |
|---|---|---|
| Adult Monthly Travel Pass | S$122 per month | Optional dated reference only; the user deliberately selects, changes or excludes it |
The pass amount is not a personalised fare estimate. Trip frequency, traveller count, ride-hailing cost and other transport costs remain user-confirmed.
GIA private-car NCD common illustration
| Case | Common illustration | Calculator treatment |
|---|---|---|
| Claim-free renewal | Increase NCD by 10 percentage points after each claim-free year, capped at 50% for a private car | First no-claim renewal applies the next step; later years step up only under the explicit no-further-claims assumption |
| One claim from 50% current NCD | 20% NCD at the first renewal | Applies the reduction before any later claim-free recovery |
| One claim from 40% current NCD | 10% NCD at the first renewal | Applies the reduction before any later claim-free recovery |
| One claim from 30% or lower current NCD | 0% NCD at the first renewal | Applies the reduction before any later claim-free recovery |
| More than one claim in the policy year | Commonly 0% NCD at the first renewal | The user must explicitly select the multiple-claim assumption |
| Confirmed non-fault treatment | NCD may not necessarily be affected; insurer treatment controls | The calculator requires the user to enter the actually confirmed first-renewal NCD effect |
| NCD protector | Features differ and protection may not transfer to another insurer or prevent cancellation or non-renewal | The calculator requires the entered actual effect and never assumes an unchanged underlying or final premium |
This is a common GIA private-car illustration, not an insurer-specific guarantee. Custom schedules, underwriting, base-premium changes and policy wording remain user-confirmed.
Motor Claims Framework reporting guidance
| Reporting item | Verified GIA guidance | Calculator treatment |
|---|---|---|
| Timing | Report an accident to the insurer within 24 hours or by the next working day | Displayed beside results and included in printed and downloaded reports |
| Private settlement | An accident should still be reported when a private settlement is made | Private repair and accident reporting are kept as separate decisions |
| All accidents | The Motor Claims Framework applies to accidents however small | The calculator never infers that repair value removes a reporting duty |
| Traffic Police report | A Traffic Police report is not a substitute for reporting to the insurer | Users are directed to their insurer’s actual instructions |
The calculator compares entered costs only. It does not determine fault, liability, claim validity, workshop authorisation or compliance with a policy.
Calculation and privacy boundary
| Planning item | Treatment |
|---|---|
| COE premium | Latest official data may be displayed, but the calculation uses the amount selected or entered by the user |
| Flat-rate financing | Shows total flat interest and an approximate effective annual rate; lender fees and settlement terms remain user-confirmed |
| Property-loan context | Uses the 55% TDSR reference to show arithmetic headroom only; never predicts loan approval |
| Financial Profile | Stores only explicitly selected bounded transport facts; a planned car remains an encrypted scenario, not a current obligation |
| Total ownership cost | Separates loan principal cash flow from vehicle value change; an inclusive market sale value is never increased again by paper value |
| Car loan comparison | Compares two or three user-entered offers by downpayment, monthly burden, total borrowing cost, derived EIR and lender-stated settlement information |
| COE, PARF and depreciation | Uses a user-confirmed QP or PQP, an explicit PARF regime and a user-entered residual value; paper value is shown separately and never added twice to an inclusive market resale value |
| Car versus public transport and ride-hailing | Uses one explicitly selected direct, component or confirmed trip input route; public transport is per traveller, generic ride-hailing is per vehicle, and no fare, resale value or return is inferred |
| COE renewal versus replacement | Compares five-year renewal, ten-year renewal, replacement and no-car paths from one opening equity position; uses a user-confirmed PQP and dated timing, keeps inclusive market sale separate from deregistration receipts and never predicts PQP, maintenance, resale or returns |
| EV, hybrid and petrol comparison | Compares up to three user-entered powertrain scenarios on one mileage and horizon; preserves all-in quotes, separates billed electricity from battery use, reconciles terminal equity and never predicts a VES band or recommends a vehicle |
| Motor insurance NCD claim impact | Compares private-repair and claim paths from user-entered NCD, base premiums, non-NCD charges, repair eligibility, excess and caps; never determines fault, predicts an insurer decision, recommends a path or treats private settlement as removing accident-reporting duties |
